Possible reason?

I'd have to refresh my memory, but I think it has to do with funding and/or engineering traits. After all, US Highways (the ones with the white shields) can have crossroads and driveways, while Interstates (blue shields with a red band at the top) only have interchanges.

hawaii has interstates because they were jealous of all the others states getting money from the gov't to have interstates buildt.
So instead of creating places for airplanes to land and transporting goods quickly in times of crisis (what interstates were created for) the interstates in hawaii connect all navel bases :)

they're called H instead of I before the numbers, right?

Yep. Charlie's right. Same thing in Alaska, except they use the letter A instead of H.
