Actually, I believe they learn it by emulating their mother. So if you ever get a kitten who knows how to use the litter box, they spent time with their mother before you got them

it doesn't have to be the mother it is always best to get a new cat before losing the old one because the old one will train the new one

What Jigs_Miscreation said. If they have a mom or dad, even an unrelated older cat, they mimic them, if not it's instinct.
(You kind of have to push them, though.)

If there isn't an existing cat to train them, you can take their waste and put it in the litter box and then set them in the litter box and cover it while the kitten is watching. Then leave it. The kitten will very quickly get the idea.
